Federal rules regulate debt collection activity. Thirty eight percent of the FDCPA complaints in 2007 were due to debt collectors attempting to collect a debt not owed or an amount larger than the actual debt. According to the Fair Debt Collection Practices Act, debt collectors are not allowed to call consumers at the consumer's place of employment, before 8:00 a.m. or after 9:00 p.m. or if the consumer is represented by an attorney.
